DOW ESI Engages IT Leaders at TechNet Cyber 2026

The Department of War Enterprise Software Initiative (DOW ESI) will be exhibiting at AFCEA TechNet Cyber in Baltimore, MD, June 2-4, 2026. DOW ESI is an official DOW initiative sponsored by the DOW Chief Information Officer (CIO) to save time and money on commercial software, information technology (IT) hardware, and services.

ESI’s mission is to lead the establishment and management of enterprise Commercial-off-the-Shelf (COTS) IT agreements, assets, and policies to lower the total cost of ownership across the DOW, Coast Guard, and Intelligence Community. DOW ESI’s mission extends across the entire commercial IT life cycle, leveraging the DOW’s combined buying power with commercial software publishers, hardware vendors, and service providers.

Through ESI's team of experts, requirements are consolidated, and agreements are established with IT providers, resulting in a unified contracting and vendor management strategy across the entire department. Since 2018, DOW ESI has achieved cost avoidance of ~$9.9 billion off prices established on the GSA Federal Supply Schedule.

ESI and Enterprise Software Agreements have proven that managing the acquisition of commercially available software at the enterprise level reduces costs. DOW ESI enables aggregation of software requirements and promotes the use of Enterprise Software Agreements that leverage the DOW’s buying power.

DOW ESI representatives will be available throughout the conference to engage with government acquisitions professionals and connect with existing and prospective industry partners.
